As an ex-truck driver who had to use public restrooms daily, no it does not bother me when there are other people present when I brush my teeth.
Why would it bother anyone? It shows that you are conscientious about good oral health.
If you are shy, you could wait until everyone leaves, but there is no guarantee of someone else walking in mid-brush. Then again, you could take some bottled water and a cup and brush your teeth in your car.

That used to bother me, then I went in the army where the barracks bathrooms were just like public restrooms with showers at one end. Got to where I could get up and go take a shower at night and walk around the sink area naked, drying off, and not care if one of the others came in.

nope doesn't matter to me how many people watch me brush my teeth. I had braces for a while and brushed after every snack, meal etc. and I quickly got over any "shyness" I may have had about brushing my teeth in public because it is a lot better than having things in your teeth or having bad teeth and having to have them filled or pulled and winding up with no teeth
