I'm not sure what your question is, exactly, but when you're making a yeast product (bread, etc) generally you let the yeast "proof" (or dissolve, as you put it) in warm water (110º) for about five minutes before adding it to the flour mixture. It helps if you let the yeast proof with a little sugar or honey.

If you are making beer; dry yeast needs to be dissolved in a small amount of warm water before you pitch it in your wort.
You can just pitch it right out of the pack,it just takes a while longer to get going.
There are also liquid yeasts available.
