why don't you just clean them?
put them into a black garbage bag and spray them with oven cleaner and leave them over night then spray them off with water. you may need to use a Brillo pad to get the tough stuff off

Just clean them. You would need to soak them overnight in hot soapy water with a few used dryer sheets added (they seem to soften the baked on grime so it pretty much wipes off). Depending on the size fo the racks you may need to soak them in a washtub or the bathtub. The next morning most of the grime will wipe off pretty easily, the rest may take a little scrubbing. It will get the job done, you most likely have everything you need on hand already and you don't have to use harsh chemicals to do it.

go to the dump....or solid waste recovery facility is what they call them now. People have to actually pay to get rid of old ranges etc, and you always see a whole bunch of them lined up at these places. Ask the dude if you can take some from the junk ones

try cleaning them first. if you still prefer to have new oven racks then try calling the manufacturer to see if you can order them or purchase them at a home improvement store.
