The heater core is probably disconnected. The heater core is in the dash and uses hot water from the engine to heat air. If it gets a leak, the water pours into your car. Instead of replacing the defective core some people just disconnect the water lines that run to it. You can look under the hood at the firewall and see if there are two hose fittings that don't have any hoses hooked up to them or are just looped together.

You probably have a stuck thermostat valve on your heater core. It stays closed until the engine heats up and then opens when a specific temperature is reached.
It may also be the line has some kind of blockage. If you haven't kept the proper coolant level (mixture) in your system the heating core could have corroded and this corrosion build up may have blocked the core. If this is the case the core may have to be replaced.

There is several different things that may be not working, the heater core may be clogged, on some cars there is a vaccum operated valve in one of the heater hoses that may not be opening. you didn't mention if the heater fan is working or not. If the heater is blowing cold to warm air the thermostat may be stuck open which doesn't allow the temp. to go up. Good luck.
