When my daughter was 14 ( she is now in her 20's), she had an after school job and wanted a pager --which I would have to sign for since she was under 18. I signed for that --and for the cell phone she wanted at 16 ----with the understanding that she was responsible for the bill and if she did not pay it, she would lose it. She paid the bill every month.
If you are old enough to take on the responsibility, then you should have the chance to prove you can handle it. If the bill is not paid and a parent has to pay the bill (being the "adult" ), then the parent should keep the cell phone until the money is paid back.
With the many phones out there that can be prepaid, there should not be a problem with paying the bill ---if you don't buy minutes, you can't use the phone!

In my opinion an age for a 1st cell phone can't really be to young or old. It depends on the person recieving the phone and whether they go places where they need it for an emergency or if the cell would be used for more personal reasons. So if you are finally getting a phone after you have spent quite some years roaming around town with no emergency source of communication than too old. Otherwise, n/a!

Its not that old to have your first cell when your 16 your old enough to have sex, smoke and start learning to drive well at least in the UK. So having a phone is not young at all, unlike 12 and under which I personally think is too young. Loads of 16 year olds have phones to keep in touch with friends, not only that but for emergency when going out, now adays they are also used to take photos and listen to music.

I think 16 is perfect age to get a cell phone. Chances are at 16 you will be driving, and it is a very big safety precaution to always carry a cell phone with you. Just remember that minutes above and beyond what your plan covers, generally cost about $.40-.65 each. That can really add up quick...(10 extra minutes=about $6 extra). So being aware and responsible is a must.

16 is a good age, particularly if they are out and around in cars with other teens. But they should be made to cover some of the costs. They also have the Disney phones or phone plans where they can be programed so they can only call or receive phone calls from certain numbers (home, parents, friends, etc) and some have tracking so you always know where they are. So they can be a benefit.

Depends on the parent and the child.
If the parent wants to pay for the phone and be responsable for the bill then at 16 it isn't a big deal.
If the child is paying for it then they need to have held down a job and have some money saved up, and have enough self control to not go crazy on the phone.
If the child isn't respectful and does not receive good grades then they would nto be permitted to have the phone.
A cell phone is a privledge that has to be earned.
Take Care,

I think 16 is a good age to have a cell phone. If the person uses it for emergencies, not just texting friends all of the time. You should use a cell phone responsibly to show your parents that you can handle having and taking care of it yourself.

I'd say the time to get a cell phone is when you begin to do things with friends or whatever. I am 13 and I have a cell phone. You are never to old to get a cell phone. Barely anyone I know doesn't have a cell phone.

Good question-
I got my first cell phone in 3rd grade! I was really young but my sister was getting a phone and it was buy one get one free. I didn't really use it until I was in 5th grade. My brothers share one (one's in 5th grade and the other is in 2nd) for when they walk to their friends houses and stuff. My sister sues her phone the most, she is 15. She uses her phone to call my mom when shes out, like with her friends or at tennis. She also uses it to call her firends.
So, I'd say 16 is a good age to have a cell phone. It is easy for the parents and children to keep in contact as well as fun for the child as long as they hae limits to how many minutes they can be on the phone in a day.
