Sometimes it is difficult to make sense of what women exactly mean/want regarding relationship decision. One moment she may seem to be interested; the next day she may not show any interest at all. Again sometime later she may show some interest. Why?

Women are not just confusing sometimes. They are confusing always. Women confuse other women even more than they confuse men. The main reason is that women's thinking is "webbed" while men's thinking is "streamed".
Women think that everything is connected to everything else. If you look at a 3-month old baby and kiss the baby, a woman will be jealous because she thinks you feel the baby is cuter than she is. And then maybe she will think you want to have a baby. And then she will think you are crazy to want a baby when you are still only 21 and she is only 19. And so she won't talk to you the rest of the day, because she is mad at you even though she loved it that you kissed the baby and said so to you.
Men think like a stream. If they have a problem, they will either go over it, under it, around it, or blast through it, if they have the power. Men are often deep when it seems they are slow and confused, just like a stream. A man who is blocked will keep pounding away in frustration until he loses all of his strength. A woman who is frustrated will go mad trying to find a way out by making connections with other people and she will look for ways that are not "normal" or "healthy".
Of course, this is a generalization. Some men behave like women in certain situations and the other way around. And some men and women are exceptional and they think in a way that is neither webbed nor streaming. But, in most cases, what I have just said is a good guideline to male and female behaviour.

Women behave in confusing way because they lack experience and confidence as they have kept away from decision making and this lowered their confidence generation to generation and finally that has been the quality enshrined in to the genes.

first of all let me tell u u r exactly right and this is very common but the most uncommon question u have raised... claps for you...now the answer is because they are emotionally very unstable and they are not more confident in their selves to take an particular decision.. so they behave like it... time is the best medicine so give her some time to think peacefully on the topic and keep on trying .all the best..!
