I want to compress a photo from 595kb to 10kb and I'm not sure what program will do this?

I have MIcrosoft Photo It! but can't find anything on it that does what I want. Is there a site I can go to find a download or is there a program on my PC that does it? I have WindowsXP.

I have Corel Paint-Shop-Pro-X and it has the capability of setting "quality/compression levels" from 100 to 1 when you do a "save as"

I've been relatively happy with it.
