Yes. plentyoffish.com is one I heard of and tried recently. It's as good and has the same features as premium dating sites, but they never charge fees, or ask for a credit card number.

Yep, I used http://okcupid.excellentabc.com . Its free and I never had a problem with the site. I like it a lot!
