i think that there is. I'm not sure how why or where but if your in England you need to contact your local council and they will put you in the right direction

Not as far as I know. After all, you are putting value on your home which you can sell at a profit if and when your parents die. The only thing you may get help with, if you qualify, is loft insulation, cavity wall insulation or heating installation. Sorry, but the taxpayer can't be expected to help you get wealthier.
