It is illegal to grow or possess pot. Oh hell yeah they would be going to jail and charge would be domestic battery, cultivation of marijuana, conspiracy to cultivate marijuana and possession of marijuana with the intent to distribute.

North Carolina has pretty strict laws concerning marijuana, although 18 plants may not seem like a lot they will take into consideration the type, weight, and maturity of the plant. If the plant in grown hydroponically then the weight will be more thus a stiffer charge. If the weight is over a certain amount ( may have changed since I lived there) it will not only be considered cultivating but also trafficking. In the state of NC trafficking comes with a mandatory 2 year jail sentence. if the plants are fully mature and in bloom the penalty will be worse then if they are not, at any rate contact a GOOD lawyer and I hope you have no priors on your record.

They could be charged under Chapter 90 of the NC Controlled Substances Act with Manufacturing a Controlled Substance and PWISD (Posssession with the Intent to Sell or Deliver) a Schedule VI Controlled Substance (Marijuana). This is a felony in NC and depending on the suspect's prior criminal history it might be enough to catch them some serious time.

If it is a first offense, and they are otherwise a responsible individual they might get off with time served, a nice fine, and a few years probation. But it does not sound like this is the case.

and they will value them at street value of a fully grown plant, so it will be a high dollar value of drugs

18 plants will probably not be a problem. Probably easier in Wake, Durham or Orange Counties than either down east or in the mountains. Get a good lawyer and you'll be ok.
