Take them to an authentic Chinese restaurant where they give you chopsticks. Or you may want to check out a Japanese sushi bar where the food is prepared in front of you. Or if you live where they have the hot dog street vendors you could opt for that. What about lunch at a diner? Then there are always the usual places like McDonald's and Wendy's and Burger King. Do they still have cafeterias where you live? Bookstore coffee shops can make for a swell lunchtime atmosphere. Or you can just eat in the lunchroom at work or in the cafeteria there.

Take your beloved on a picnic.

A big blanket, picnic basket... some big pillows.

Take some good champagne and good champagne glasses-- nothing plastic. Or a good bottle of wine.

As for food: bagels with smoked salmon with all the accoutrements: capers, creamed cheese, sliced onion... etc.
Or, cheeses and breads.
And some chocolate

Lie back and look at the sky... and relax.

That depends..do you have somewhere to go afterwards? like back to work, to your relatives? If so, grab a "semi-romantic" meal at Olive Garden. If you have the rest of the day/night to enjoy each other's company: How about breakfast/lunch/dinner in bed?
