Can I also claim money I am paying on a judgement on my credit report?

No, none of these are deductible expenses.

No to all three unless you own a home office or a business. Otherwise, no, credit card balances and utility payments are not concidered a deduction.

You can claim utilities or a portion of your utilities if you declare/write off a home office. Say you have a 3000 square foot home and you claim that a 3rd of your property (1000 square feet)is home office space. You can then write off one third of all of your utilities (electric, water, gas, phone). You cannot write off legal judgements or credit card interest.
