is there a way to change the language if you want to answer questions from other countries

I think if you have opted for English as medium then while answering you can not change the language.But, I do think there is an option for opting a language ,check with yahoo answer all about it.

If you're referring to the language you input when you type -- if you have Windows XP, go to Control Panel > Regional and Language Options > Languages > Details and select the language. Then you will get a small icon on your bottom bar and can select the language you want.
