I don't know your budget but a few simple steps are:
1. paint room a light (but not white) color - light shades open a room up. (white is very plain and can be harsh bringing more attention to the walls and the size)
2. paint one wall a dark vibrant color - the others a complimenting light color - this gives the room depth
3. keep furniture and nicknacks to a minimium - the less stuff you have the bigger a room looks - also use light colored (again not white) furniture to give it a lighter look
4. mirrors have long been used to make a room bigger but the standard mirror no longer works and just cheapens up a room - find a large rectangular or oval mirror in a nice frame that accents the decor - I like silver or brushed metal frames with design. Place on one wall only as a focal point or if the room has no windows use an old window frame add mirror behind it and hang (you can even paint a scene on it)

All the answers here are good so far! I live in a house that originally had only 864 square feet.
Some additional things are removing doors between rooms like kitchen and living room or dining rooms.
Use a couple large pieces of furniture rather than lots of little ones, like a single large couch with a large coffee table that is also an ottoman or a storage unit. Which points up a couple additional things; built-in storage, furniture that can store stuff, and furniture that can do double duty.
By keeping flooring colors and wall colors in a similar pallette of close colors such as in long views having no strong color lines dividing the walls from the floor, they seem to be part of each other.
If ceilings are low, paint them the same. Paint the trim throughout the house the same color. The wall colors of adjacent rooms should compliment or work with each other.
Really good strong lighting helps, as do minimal drapes at windows to make rooms feel larger.Go with quality, rather than quantity in any of your decorating embellishments.
When possible, take the "party" outside. Decorate any outdoor spaces you have to give you outside rooms. A small table on a porch, or a metal couch/ or reclining bed with outdoor cushions in a shady garden corner to give you a place to curl up with a book.
Always look for hidden space. Interior walls may be the source of 4" deep alcoves between studs that can be trimmed out for bookshelves or kitchen storage.
Mirrors work great, too. I even hung a huge one above my sink in the kitchen
There are also some great hints on the HGTV show, "This Small Space".

less is more. The less you have in the room, the bigger it'll appear. Mirrors are great. Hang them opposite the windows. Use lighter colors.
