How about treating them to a movie? They can go and sit on their own and you can hang out in the back if you are uncomfortable about leaving them on their own.
$$ factor- do a movie night at your house! have her pick her fav movie, make awesome snacks and let them hang out.
Take them swimming! Do you belong to the YMCA?Access to a pool! Let them hang out a the pool. I work at the local Y and a mom brought her 14 year old daughter and 5 of her friends swimming for her birthday. They had so much fun.
Rollerskating of Ice skating?
Bowling?
There are also places that will let you have kids paint their own plate, bowl, etc. or other spots that have a cooking class!(Desserts of course!)
What is your daughter into. What does she like?

Get a hotel room with huge beds and a nice indoor swimming pool and have a slumber party somewhere other than your house. Order pizza in, play some games, do eachothers hair/makeup. Have some flowers delivered to the room as well, make sure its a suprise for her.

Maybe a sleep over party and a trip to the movies, then to go get a icecream.

Definitely ask her what she would like to do. Give her some ideas and ask her if any of them appeal to her. Remind her to stay in reason and not to get too crazy, save that for when she turns 21. I've always given my kids suggestions and they've always picked one, they've always had a blast and I always reassure them that they had a great idea. You just need to assure they're safety and keep them active, it's all about fun.

for my fourteenth birthday, my mom let me invite four of my friends and they all came to my house on a friday. then she had a limo pick us up and we just went to have pizza and then we stopped to get ice cream afterwards
