Actually if you look at it from another point of view, it is a profound statement; meaning, that although the world is composed of very different races and religions, people could still co exist in spite of all these obvious differences, (like a human being and fish are two entirely very different beings, but could live together.) Of course, it follows that these differences should serve as bridges not barriers towards coexistence. How? that is the challenge posed by your President.

The first quote means that the president was trying to add levity to the situation. He was trying to express that people can use and develop natural resources without necessarily damaging the ecosystem.
The second quote is by someone who is critical of the president. The are stating that they enjoy humor at the expense of another, in this case , the president.
