Since your upper legs are made up of your hamstrings, quads, and glutes, you should exercise all these muscle groups to tone up your legs. Squats & lunges are the best all around for all of them. Do the stairstepper, elliptical or steep inclines on the treadmill to work the muscles. Add some leg kicks and knee lifts while lunging or doing other leg exercises.
Challenging leg exercise - lay on floor on your side, hip over hip. Using top leg, spell out the alphabet or numbers 1-25. The wider and bigger the letters, the faster you will tone. I can usually make it halfway and then my legs feel on fire.

squats, lunges, walking lunges, hamstring curls I've never had better legs than I have now with a good combination of very intense yoga and pilates. You use a lot of lower body strength and core strength in both. Hope this helps.

best ( and cheapest ) way would be to run up and down a few flights of stairs every day. works for me, or maybe buy yourselv a bike and ride every day

Do a few rounds of the Sun Salutation, it streches ALL your muscles.
