I would have thought any good art class or tutor would be able to teach you. If you can handle brushes then its just the theory and skill you need to gain.

Your local community college should be great. While I don't know of any programs specifically for paraplegics, painting is conceptual, ideas -not "how to." I like a dime for every art teacher who told the class "I do not teach technique!" Whether you paint with your toes, teeth, or duct tape a branch onto a short paintbrush so you can reach the canvas, you can learn to paint in any painting class.
What matters in art is the idea behind the art. As you practice painting and drawing your skill will improve, no matter what your range of motion is. You may even develop a new way of painting, or a new form of art expression. You education in Art History will teach you much about the ways and styles of art to give you a starting point.
I saw a TV program about a woman who became totally blind who STARTED painting after she became blind. Her work was amazing!
