Ok - some people think you have made this up, but I wouldn't be surprised if there is some old, goofy law somewhere, like the ones listed by person who found all those strange old laws.
I personally would be breaking some of those: I trail ride in the summer with a bikini top on to get a little sun (however I am between the 90 and 235 lb. range!) and on some of those hot days, have eaten an ice cream cone while riding! Arrest me!!
I also have female friends who claim that they are really ready for sex after riding...something about the way the seam of your jeans rub while riding... won't go any further into that explaination!! lol...
I think your girlfriend may have heard about that strange old law somewhere...but I wouldn't worry about it too much...if she's of legal age and willing.

I shall try to answer this as delicately as I can!
When a female rides a horse for any length of time, it is possible that the genital area becomes inflamed and swollen, especially if she hasn't ridden much before. These 'symptoms' could be similar to those received during rape. Therefore, the old wive's tale might have some truth behind it. Don't kid yourself that riding makes women fruity ~ it can often have the reverse effect!

I am going to go out on a limb (pun intended). As I read it, after riding a lady's genitalia may become red and chapped. If she were the vindictive sort (past grievances) this might allow her to press charges of rape as the circumstantial evidence may tend to support it. Therefore, to protect the boyfriend from such false charges, he may not engage in sex until such a rash disappears. I could see such a law on the books, especially if a man had been framed for rape at some point and this law were the attempt to redress that wrong and to prevent it from happening again. But if that is the reason for such a law, then the law still does not address the following issue: if they wait until the rash disappears, have sex and then another rash appears, couldn't she frame him anyway?!!

I have never heard of such a thing- this has to be an old wives' tale. Most states use an entirely different definition of rape and sexual assualt than the one you just described, and the laws I have heard about don't mention riding at all. I'm not as sure about the UK and Europe- but I suspect that they do not include riding as part of their definition of rape either. You must have a lot of time on your hands if you are worried about such things. Go get a life !!!

No it is not true as my wife rides horses & loves it when she comes back in. Sometimes we even go out to the fields & have sex there in a matter of minutes of her jumping of the horse.

Honestly I would think this is just tale she is using.
Many years ago I did take a little time to look up rather strange laws and beleveme there are a lot of them still out there.
Nearly everything you do there is a law against it some place.
I really doubt if this is one of them but then some that I found years ago were just as stupid.

Umm... I really think it is just an old wives tail. If not, it is probably an outdated, or stupid law to begin with. (In Nebraska we have a law against hunting whales). Just because there is a law to that effect, doesn't mean it would be upheld, and even if it was, that sounds like one that would be deemed unconstitutional. I wouldn't worry about it at all. Besides, how would anyone know?
