I have asked the same question myself. I have come to realize that it is genetic. Your genetic make up determines where you are most likely to pack on weight. Haven't you noticed that some gain weight on top, some on the bottom, and others all over. Well genetic determines that. The only way a person might be able to accentuate that area is perhaps with the expensive procedures like fat transfer where the cosmetic surgeon transfer fat for example from the abdomen and put it on the hips and butt.

Weight training exercises will help you increase your overall lean body mass. Are you biking??? If you're not on the bike than you have to now. Increase your time on biking days. Steady exercise at a moderate level, like walking or riding the bike, has a greater shapping potential, so make sure your bike rides.
Also take daily massages. Ideally massages helps the body to be in shape. So, you can use this to give a shape to your body. Also take a look at http://www.aryabhatt.com/yoga/Hips_Thighs_Knees_Ankels.htm

I hope these suggestions can help you move forward.

Squat fairly heavy, with weights in which 5 good reps are difficult., Sit back, sink it deep and keep your chest up. Just like this girl does. http://www.youtube.com/watch?v=YC6e0GvBFc8 If you start squatting, and keep it up you will get fuller hips and a nice ***.

Look at your mom and grandmom. If they have full hips you probably will. If they don't there is probably nothing you can do. Hips are bones you can't condition them like muscles. Maybe you can work on enhancing your upper leg muscles and tightening your abdomen to give the illusion of hips. Talk to a personal trainer or look online.
