I did some research and it comes down to that Sucre is the constitutional capital or that one "required" by their constitution. La Paz is where national government now takes place. Sucre was "abandoned" for La Paz. La Paz is basically like the political capital. just like Chile has Santiago as its capital but the actual government is Valparaíso.

Yes it's true. Sucre is the capital by law and La Paz is the political capital. Quite frankly, I don't get it. Does it mean that the actual government's headquarters is in Sucre?
