I liked this guy but he likes someone else.We were good friends but he started to ignore me but he just talked to me today,does that mean he is not angry?

it might be that his girlfriend got jealous of u and him and he did not want to jeopardize his relationship if he wasnt sure that u liked him as more than friends. he talks to you now because his girlfriend's tension has dramatically reduced
