Yes, there must be a pre-emptive strike. The fact is that the Taliban and Al Qaeda terrorists crosses the border from Afghanistan into Pakistan for refuge. The terrain being rugged, mountainous and difficult to monitor is no excuse for the Pakistani authorities. U.S. intelligence and NATO forces knows exactly where these terrorist camps are located, but are unable to attack these locations because they might be accused by the Pakistani government of infringing on Pakistani territorial sovereignty. This is all bu**sh**. The Pakistanis know that the terrorists need to be targeted as part of the war on terror, yet wouldn't allow it. The Pakistani troops patrolling their side of the border even made an agreement with the Taliban tribal leaders in these areas to the effect that Pakistani troops will leave them alone as long as the Taliban fighters wouldn't attack or ambush Pakistani patrols and checkpoints. So, it appears that Pakistan is double-dealing with the U.S. and NATO.

The Pakistani Government is cooperating. There are mountainous regions that are not under government control. These areas are slowly being scrutinized by both Pakistani troops and American and other special forces.

We are allies of Pakistan, plus they are cooperating. Who knows, if intel actually shows that there are Al-Queda bases in the mountains, SOLID PROOF; then they might allow a low US military sweep or bombing in the mountains of Pakistan
