1) Excess fat is any percentage of body fat in excess of what your body needs as a back up.
It varies with your age, gender and height.
An average male should have a body fat percentage from 15% to 20% of your total weight, more than that is excessive. Really obese people have it in the range 28-40% and that is a real danger to the person's health.
2) How to burn it? Simple: reduce the amount of simple carbohydrates you eat ( SODAS, breads, cookies, pizza, cakes, pies, candy, etc.. etc..)
Change that to complex carbs, in small quantities (whole wheat breads, whole grains, raw or cooked vegetables etc...). Then go ahead and start a serious exercise program. It is the exercise that burns the excess fat. The improved eating habits will only prevent your body from piling up more fat on top of the existing one.
3) Eat an adequate amount of protein. The fat burning process in the metabolism requires lots of enzymes, which the body produces utilizing amino-acids (obtained from the protein you eat).
An average adult should eat between 90 to 110g of protein a day. The average American consumes only about 40g. NOT enough. When the body lacks protein it takes it from the muscles first, than from your internal organs, until you die!
Note: it was discovered recently that the fat cells, when in excessive number, produce too much of an hormone that prevents another hormone from acting (guess which? the one that suppress the appetite!!!!). That is why fat people go into a loop, the fatter they are the more they will eat, not their fault, but fault of the lack of this hormone that tells to brain to stop eating!!! Son they don't!
Watch out these fat cells and start burning them.

Always have vegetables on give. Saute a big bag associated with frozen mixed vegetables in organic olive oil and garlic. Add some red pepper or even turmeric for additional flavor in addition to separate into portion-sized containers for your fridge.

Distracted dining will get you in trouble. Avoid eating before a television or in a movie theater, as you're bound to eat more calories.

Are your dishes too large? A healthy dinner should fit on the 9-inch plate. You may see that kid-sized plates are more appropriately sized to feed a grown-up!
