The UN

Countries that might use them can't have them.

Any country which has the technology, the money and the political will can have nuclear bombs.

Super powers like the USA and the former USSR also have the power to station nuclear bombs in allied countries. In 1963 the world came to the brink of nuclear war when the US stationed nuclear missiles in Turkey and the USSR stationed them in Cuba. Fortunately common sense prevailed and both sides agreed to withdraw.

In the case of countries like Iran and North Korea having the bomb, Britain, the US and other countries may object and put pressure on them but they cannot actually stop them. Even if (failing a diplomatic solution) they were to invade and occupy and/or launch intensive bombing campaigns on them, this would be no guarantee of success and would almost certainly trigger World War 3. And nobody wants that.... do they??

It isn't a matter of which countries can have nuclear weapons, it's a matter of which countries should or should not. Common sense tells us that the more countries that have them increases the possibility of a nuclear holocaust becoming much more likely. I suppose this is acceptable to you. If you believe that Iran should have them then perhaps Saudia Arabia and Jordan should also have them since Jordan, Iran and Saudi Arabia are political rivals. Now, since Iran, SA and Jordan can have them then maybe Syria should have some too. Which then means that Lebanon should also have some.

Who decides? There is no right answer to this question. The situation is what it is and we can't just pretend that it is possible to wave a magic wand and all the bad bombs will go away.

Who decides what when it comes to possession of nuclear weapons will always spark controversies. If only the superpowers like the U.S., Russia, or China makes the decision on who can have them, then it would appear as prejudicial to other smaller nations who wish to have them, as these superpowers will always be guided by their own global interests. Another reason is that there had always been inconsistencies about the issue in the past and it is still happening now. Pakistan and India were allowed to have them in the past, while Libya and Iraq were not allowed. In the present, Israel is allowed to have them while North Korea and Iran were not allowed to have them. These incosistencies of principles is the main reason that sparks controversies. If one country is allowed to have nuclear weapons, there would always be opposition to it by certain countries while some other countries will also staunchly support it.

The only real solution is to totally abolish nuclear weapons. Even the superpowers should get rid of their own stockpiles without exemption. If no single nuclear warhead is ever in the possession of any single nation on this planet, then the question of who should have and who should not have nuclear weapons will become moot.

certainly not countries That bomb their kin folks every chance they get, as they would kill us with the fall out while bombing one another. So neither the Hatfield's nor the McCoy's should have bombs or any religious Mullah

If the religions of the Middle east want a bomb perhaps we should give the Catholic church one also oh why not a Pentecostal also

No one really. Members of the Gleneagles though (The G8) can decide though who shouldn't have nukes, even if the reasons provided are superficial.

The whole nuke business worsened during the cold war (1950-1989) as both Russia and the US were having an arms race. Because these two divided the world into pro-USA or pro-Russia, several of their own allies had nukes too.

No one. The UN decides who is allowed to develop the technology (which seems to be no one). The US isn't developing nuclear weapons, we just have some from before we signed the nuclear arms treaty.

I heard only 5 countries are allowed to have nuclear bomb -
US/CHINA/RUSSIA/FRANCE etc...not so sure but 8 countries? are known to have nuclear bombs....however, the rule is to get rid of them in the futures...but I bet they won't.

Russia had upwards of 36,000 nukes most of which are missing as of today, that probably means lots of countries have them and they are not telling anyone, so basically it means any country can have them but if they are a threat sanctions will be imposed upon that country.
