From state to state it can be just in what that state calls it.
and some are just called prisons also.
The orginal idea was security level and the idea of social correction to make them a good citizen, that is why some places started being correctional institutions. But this idea in the US has been forgotten years ago.
Normally but not always a penintentary is a high level of security, for the worst of the worst inmates.
Then you have correctional institutions for medium and lower high level inmates and then camps for lower level
but it does not hold true completely anywhere

In truth there is little if any difference except historically. A penitentiary merely derives its name from the Quakers who built model prisons for reflection that would lead to repentence (penance, hence the name, penitentiary) for their crimes via the use of solitary confinement.
In the Federal System of Prisons, a penitentiary is a higher level of security than the correctional institutions. There is more solitary confinement than in the lower security level institutions which are more dormitory style housing units. Other than that, very little difference.

Primarily A Penitentiary will have facilities for rehabilitation. A Correctional Facility will not.

A penitentiary is a place where guards can mutilate and torture the guests with impunity.
A correctional institution is where the guards can do this, but only out of the view range of the cameras.
