Yes. Unfortunately our society seems to be fascinated with serial killers. They all manage to be famous. There are even serial killer collector cards available.

The movie is based on a true (unsolved) crime spree in the 70s in LA (I think).

I doubt anyone would want to waste their weekend evening on watching that movie.

It most certainly can. It don't take much to stimulate these kind of people, who are itching to kill anyway.
