If you're the one with the most arms, the more likely your antagonist is to sit down and talk.

Unless they crave violent death as their way to heaven. Then talking is just an opportunity for them to reload.

Always extend the hand of friendship to any and all. Offer fair and honest negotiations every time. Try to always work with others and understand their point of view. When attack be a remorseless foe. Build a reputation for being a great friend and a terrible enemy. Stay out of the other's internal politics, its not your business and remind them whenever needed that your internal affairs are not their business.

Some people want the advantage and others are not looking for peace. In both those cases stand firm on what is fair and when attacked fight to win. There is no halfway. You can ignore one another, you can be friends or you can be enemies. But you cannot be friendly enemies.

Using weapons to create peace doesn't work. the Pax Romanum didn't last long, neither did the Pax Brittanicum - and they were VASTLY more powerful than any other nation that could feasably rival them. If you create peace through fear you will create enemies, who will eventually club together and beat you down when you're weakened.

Let's bring it to a more local level. If there were gangsters on your street who said "if you annoy us, we will kill you. It is very easy to annoy us, so you'd better do everything we say" you'd hate them and do just about anything you could to bring them down. This is what happens when one nation bullies the rest, the sheep gang up and kill the wolf.

Security through war is like virginity through sex. Doesn't happen.

Go back to Mutually Assured Destruction (MAD). America can cut back to a near-isolationist state and focus on paying some debts while cutting some of our oversea funding. We just sit back and don't bother anyone; why should we when eventually everyone will hate us for it. While we're at it, cut some of the US's funding of other organizations, like our 22% of the UN budget while the organization pisses on us daily. Also, if all these third world countries want to build nukes, let them. Just kindly remind them that if one goes of in American soil, we attack with ten times the force.

that is impossible, since the beginning of the world, it has been in conflict. it has not stopped for one second. manhood seems to like to prove their superiority, and power is a chewy candy no one is going to give up, and so it will be until the end of the days.
no peace, even for one second
