Check with your State's BATF. Barrels shorter than 16" are illegal most anywhere in the USA on shoulder weapons with few exceptions. Most of those exceptions do not include modifications.

A rifle with a 10" bbl. is illegal to own without a FFL class III license. It would be restricted as a short barreled rifle limited to class III holders, law enforcement, and the military only. The only way is to put it on an AR pistol lower assy. Other than that, your 10" bbl. is useful as a short club.

Permanently attach a 6"+ flash hider or pay the $200.00 tax and register your AR-15 as an SBR on a Form 1.

since you are fortunate enough to live in PA you need to file for a tax stamp and register it as a sbr short barreled rifle then your 100% legit do it know and off to jail you go for 10 years
and actually i don't think you can even posses it as of now if you own a rifle it can be put on at least that is the law in NY hope this helps

If the barrel size is 10", you can add a muzzle brake that adds length, and it does count legally as barrel length. You might have a brake that's 6" long, and still have a 10" barrel. ATF will have no problem with that. But if you just use the 10" barrel, it's going to be considered a machinegun.

Also you can get a pistol lower. Please double check this but if you buy a pistol lower you can do whatever you want as far as stock, barrel etc.
