No, razor bumps are caused by nicking the skin where it raises up around hari follicles and that becoming inflamed, its how you shave and what you use that causes them.

First dont shave right before you get the tattoo, that way it wont have any during the process to bother it. Your artist has plenty of practice at not giving people razor burn and thye can shave you if you need it for the tattoo.

Once you have the tattoo you CANNOT shave that part until it has healed. You risk puttting bacteria from your razor in the healing skin adn causing an infection besides irritating it with chemicals and taking the scab off by accident. There is nothign stopping you shaving or exfoliating the rest of your skin just not on that particular area. It usually takes about 3/4 weeks to completely heal. And then you cna go back to your regular routine.

i don't see any reason why a tattoo would cause you to have more razor bumps. i also don't see why you couldn't continue to exfoliate your skin. your tattoo would be on a layer of skin that does not shed off therefore i don't see why there would be any problem for you to use an exfoliant. you would just have to wait until your tattoo is fully healed which would be about 4 to 6 weeks. during those weeks, you won't be able to shave your tattoo anyway.

you could try using a shaving gel instead of exfoliating. that helps with razor bumps and burn, and isnt harsh so it wont bother the skin. make sure your blades are sharp, dull blades cause bumps as well. i would soap first then shave, sometimes using soap after you shave causes some irritation
