Do the Vedas, Upanishads, Old Testament, any religious compendium or any other treatise or text lay any norms for awarding punishment? Does Chanakya's works throw detailed light on the matter?

Islam (Quran) prescribed punishments enumerating the crimes, such as :::: cutting a hand for theft (not a petty one), chopping of head for murder, publicly lashing for intoxication, death by publicly pelting stones for voluntarily unwed sexual intercourse by wife/husband, etc.
Hinduism (Upanishads) prescribed punishments enumerating the crimes, such as :::: putting red hot iron rods in the eyes of non brahmins (shudras & untouchables) if they see/look at the holy religious verses, putting boiling lead in their ears if they listen/hear it, cutting of their tongue if they recite it, etc. Hinduism is not a religion. It is a culture, tradition, custom and way of Hindus life. A Hindu is born to Hindus in Hindustan (India). None can convert to Hinduism.
Hinduism allows reading, studying, learning and getting educated for brahmins alone and none is ever allowed. Hindus attain perfection (moksha) and get rid of future thousands rebirths by practising and attending honestly the jobs of their castes they born in by nature, which is their worship and prayer. Castes are absolutely unchangeable. Chanakya's was a great philospher and not a sacred diety or god.

in quran, god say that Muhmmed, go and tell to Kofar ( bad people ) give them good news that hell is waiting for them.

god use good news for hell. that sound intersing.

Punishment should be reformatory not revolutionary.
