The answer depends on several things. Primarily, the State laws of whatever State you're in will dictate the range of possible sentencing options the Court can make. In high-end cases, the Court will refer the matter to the probation department, to prepare a presentence report. That report will address criminal history and background, social history, drug and alcohol usage, any mental health issues that might be present in the defendant, and other pertinent information. The victims will also be asked to make a statement. At sentencing, the Court will review probation's recommendation for sentencing, and will issue sentence as the judge deems appropriate.

Typically the range of sentencing options will show a low-term, mid-term, and high-term. The judge is then obligated to start at the mid-term and consider factors of mitigation and aggravation, to move from the midpoint toward whichever sentence (low- or high- term) he is most persuaded.
