If you are still applying for SSN and have no Driver's license yet, what bank can give you a credit card with just passport and I-94 document that you only have?

The first thing you need to do is to get a Checking/Savings account after the paperwork has been sorted out. Also, you can apply for No Credit Credit Card through Orchard Bank, as it will help you establish credit. Also, you might want to look into the New Bank of America Credit Card Program for Non-Residents.

I have to imagine that some banks will give you an account with a passport as that is a unique identifier for you. (All passport numbers are unique the world over, I'm told.)

In any event, I'd recommend that you go to your local bank and ask to speak to somebody about your situation. I doubt very strongly you would be the first person to bring such a situation to their attention, and they may already have a way for you to get started that you don't even know about yet. Once they do, even if they only issue you a "debit" card, that will effectively be placed on your credit report right away.

Go to Bank of America... they give credit cards to illegal immigrants (without SSN, obviously), so they may give one to someone who's trying to get a SSN.

You may speak with the Bank manager and tell him/her about your situation. He/She may offer you one (It also depends on the bank you're dealing with). Some applicants got their credit cards this way.
