Kelpie's need to run and keep busy
to burn up that extra energy. Give
him a job to do. If he is bored, he will
become agressive. I use a walker for
my dog. It burns up the extra energy
and saves me time. While the dog is
walking, three times a week, I can
clean the kennels. They love it.

If he is not castrated then castrate him ASAP or use superloin which is a chemical castration implant.
You need to take him to dog training so you can learn how to get him to do as you ask and how to deal with him when he sees other dogs.
Kelpies are notorious for aggression and as a vet tech in australia I have to deal with them alot and Kelpies and cattle dogs are my most feared breeds as they will go you or another dog at a drop of a hat!!

DEFINITELY consult a professional and nip this in the bud, NOW. Aggression does NOT improve over time and WILL NOT go away without intervention. Neutering is a MUST, testosterone tells you to do two things: mate with it or fight it. And YOU must be the alpha in the family pack. Good luck!
