I totally disagree with the person that says the closer to your heart the more pain, I have one over my heart and one on the side of rib cage and both did not hurt near as bad as the one's on my feet.
As far as how much it will hurt it is all up to you and your pain tolerance. Everyone will say, ohh it hurt so much to get my lower back done, or it was horrible on my ankle but everyone one has different pain tolerances in different areas. So what may be worse for one person may not be for the next. In general, the one on your ankle will be smaller, therefore take less time. The majority of pain you feel has to do with the skin already being inflamed from the artist going over one area and then going over it again and again. It seems like the longer the tattoo takes, the more sensitive your skin gets and the more it hurts. I hope you can make your own decision based on where you really want it and not how much it will hurt. A great tattoo is worth a little pain :)

The pain depends a lot on the number of nerves close to the surface. Skin that is over bony areas (ankles, hands, feet, shoulder blades, etc) tend to be sensitive. BUT, fatty areas can be just as sensitive. Decide where you would best like a tattoo, since it IS permanent, and what type of design you'd like....once you decide that, go for it. Don't let the fear of temporary pain stop you. I found that once the needle was done touching my skin, I didn't even notice it much, until it started healing and it itched a bit. My first one was 3 weeks ago on my lower back (somewhat fatty area) and I started my second one tonight.

lol@ two different poeple saying 'hurted', stay in school and get past the 3rd grade, please...
Anyways...
Don't get a tattoo because you want it to hurt less. The pain can only last so long, and once it's done, it's done. You'll look back in the future and say "I'm glad I went through the extra pain, the one here looks so much better than if I got it there.", or vica versa. Also... I'm not sure that a tattoo that you picked for your ankle would look as good if you put it on your lower back. Just because of the fact that they can't generally go as horizontal on your leg because it's smaller than your back.

Well I have one on my lower back and it was hell for 45 minutes. I didnt want him to put the color in because it hurt so much. I sucked it up and took the pain. But you have to think about how much pain you can take. My first tat only took 3 minutes and it didnt hurt that bad.

Dont worry about the pain. Think of im going to have this the rest of my life. 30mins of pain is nothing compared to a life time of i wished i got it done differently! Also be different from your friend and have an ankle tat its not that bad.

Also consider that pain is relative, and everyone takes it differently. Don't get a tattoo based on what will hurt more or less, it doesn't last too long.
