I am looking for examples that could have happened with peaceful relocation and return.

I don't think so. If you study the history of cities, maybe you know that even in case of great destruction always has something left to begin the reconstruction. In big cities destroyed by bombings in WWII, there were sections left. Part of those cities were razed to make space for new buildings, but generally, important or significant places for people were kept the best they could.

Generally, if the destruction is too much, the people prefer to move and begin in another place, even in all-new cities.

And even legendary cities like Troy were rebuilt over the foundations of older settlements.

Theirs a town, I cant remember the name of it, that was located close to the Mississippi River. It flooded out so often that the town just totally relocated further up from the river. With some investigation, I'm sure you could find the name of that town on the web.

are the cities dresden and stalingrad,after wo2
some cities where rebuild or partly rebuild after earthquakes,thinking about japan kobe?
i dont think nagasaki or hiroshima,is wat you have in mind.
brasilia was new build,i dont know if there was a city there before.
