Tactless is when you say or do something without care for anyone else's feelings. Like me, I'm a very tactless person lol, but I don't mean to be.
And when people keep their mouths shut, it's called "nice and quiet" lol

Tactless usually means rude in a very classless way.
Yes, someone who can't keep their mouth shut can be called tactless, it kinda depends on the situation.

According to my Cambridge Advanced Learner's Dictionary,
it means "not careful about saying or doing something that could upset someone".
e.g. "It was rather tactless of you to invite his ex-girlfriend!"
Regarding the second question, that what tactless implies.

Me. I've been tactless tonight on Yahoo Answers. Thanks for opening my eyes. I'll try to be a little kinder and keep my hurt filled opinions to a minimum. Sometimes people should just say nothing at all. Goodnight.

In my opinion, having a lack of tact basically means that you say or do inappropriate things according to the standard that your society has set as to how people in general should behave.
tact-less: lacking tact; showing no tact; undiplomatic; offendingly blunt: a tactless remark.
