If the settlement is held up by a court action (or similar) and you are under a hardship to put food on the table, you may qualify for emergancy food stamps.

The best thing to do is to take a copy of all of your paperwork - phone bills, elec bills, rent/mortgage bills, etc. and speak with someone at your local food stamp office.

A settlement or civil judgment is only worth anything when you get paid. There is no guarantee that this will happen, so yes, you can still receive assistance.

Yes. When they ask you if you have received a settlement just say no. You aren't breaking a rule if you never got it.
