Ticket for what? Train?
If it is a reserved train ticket, go the Reservation Supervisor, give an application with identity proof and travel details. They will arrange to issue a duplicate ticket after collecting a fee (I think it is 10% of the ticket amount). Details are available in the Railway timetable and also on www.indianrail.gov.in

u have not mentioned tickets for which mode of transport. but whatever the mode, u will need to report to the authorities so that no one can mis-use the tickets. u should provide all the details u have of the tickets so that they can take action on that & try to catch the inviduals incase they are travelling on your lost tickets.
