There are two reasons that can explain why he is licking him bum.
First one is that he could just be cleaning himself. Cats do not have cloths or sponges to clean themselves so they lick. If he does is it a few times per day, that is just him cleaning himself.
The second reason is that he may have worms. Have you been worming him every month (or two, read label to see how often you should be worming)? If not, then it is very possible that he has worms. The worms usually come out in the poop so take a stool sample to the vet for them to examine it, and your cat.
If it turns out that he does not have worms, take him to the vet. There may be something else wrong with him.

Excessive Butt licking is a good sign of Worms. Deworm the cat. This can be done with most over the counter worm medications that you can pick up at the pet store. You can also take it to a vet.
It's important to do this, as the worms can be spread to people. While it's not overly dangerous, it is extremely gross. It's probably round worms, which move in and out of the opening causing itching and discharge. They appear as small wiggling threads in stool (but aren't always obvious unless it's an advanced infestation) or like wiggling rice grains.

Cats clean themselves by licking, That is how cats are. If that bothers you unbearably find someone who is used to cats and likes them to give him a good home.
You keep him from licking the dinner plates by not gioving him dinner plates to lick and not allowing him around human dishes at all. You keep him from licking fingers and fraces the same way don't offer them to lick
.If the cat licks his back end constantly he may have worms and need to see a vet for worm treatment.

Try taking it to a vet and having it dewormed. If you don't want to do that, you could always lick his anus for him.

He probably has worms and or fleas. Either way, sounds like you need to have him treated for both. Once you have had him treated for worms, they likely won't come back if you keep him treated for fleas. Take him to a vet for the wormer (the over the counter wormers are worthless and sometimes harmful). I prefer to use frontline for fleas, but I hear advantage works well also.
