Usually it is not you to act first. But in this pro active world anything can go upside down. U may proceed of asking him out. But just a hint . Give him a hint. ok........

take things slowly, first start up a little conversation somewhere on the phone or wherever you normally see him, then see where it leads from there...
go see a movie or go bowling "for fun"
