i think rhode island might be one

For what it's worth. In Minnesota it's illegal to talk on the cell phone while driving if you are under the age of 18. And I think soon it will pass that the law applies to all ages.

California, New York, New Jersey, and the District of Columbia have all made it illegal to talk on a cell phone while driving. Arkansas is currently trying to get the law to ban cell phone use while driving, passed. In total, 40 states have proposed a ban of cell phone use in a moving vehicle, but only the ones listed above have passed the law. In Canada, only one province (Ontario) has proposed a law to ban cell phone use while driving. 28 countries have made it completely illegal to use a cell phone while driving.

All military installiations now will require hands free devices.
Hands free are required in Arizona, Arkansas, California,Oklahoma, the District of Columbia, Delaware, Illinois, Massachusetts, New Jersey, Rhode Island and Tennessee. Teen drivers are banned from talking on cell phones at All in Washington DC, Maine and New Jersey.

I don't know about other states, but it is illegal in Texas, although it is not very strictly enforced. I can say I've never heard of someone being pulled over because they were driving while talking. Although, in some cases, it might not be a bad idea with some of the stuff I have seen on the road!

In Minnesota, it is only illegal for anyone under 18 to be doing it.

As of 2008 California will be. I can't wait till my girlfriend gets a ticket along with those other stupid drivers so I can say " I told you so " Ha Ha.

I believe the law went national a couple of years ago. At least out west you can't unless you use a hands free device
