DONT use anything that foams-- it will dehydrate your skin, which will make it more oily, resulting in more breakouts.
Ok, firstly you should be using a milky cleanser, then removing it and using a lotion( non alcoholic) and then appling a moisturiser. Do this twice a day, morning and evening before bed.
After 1-2 weeks of doing this your skin will be clear.
To prevent breakouts you should use an exfoliant twice a week and a face mask 1 a week ( a cheap or homemade mask is fine to use)
If you only have a few blemishes and spots don't use anything that is targetted at oily or acne skin- this will dehydrate you and it causes the sebum (oil) levels in your skin to go a bit crazy and overproductive.
** I have just begun using a great skin care line which I purchased on line from New Zealand.
Have a look at this site
www.newzealandbeauty.com
and then click on the New Zealand Manuka Honey category.
These products are natural, cheap and wrok well for younger skin.

that proactive junk does not work.. trust me and lemons? you gotta be kidding me take it from me for every one person proactive helps it doesnt help 10 other people the best cream on the market is called Retin-A Micro. Go to a local dermatologist and suggest this. Only your dermatologist can prescribe a topical cream but most people that have blemish problems are given Retin-A since it makes your skin soft and blemish free.

YOu're body is going through the change...eat plenty of fruits , veggies, drink plenty of water...stay away from junk food that is full of sugar which will affect your skin.
Use a cleanser on your skin and a moisturizer for sensitive skin afterwards*
NEVER pick at your white heads or blemishes.
Use a hot wash cloth and soak your face, then cleanse it..moisturize it and you're good to go*

Lemon. just rub it all over your face and rinse everyday. Do that once a day before you go to bed, so that it can work all your open pores.
