I would need an example to give a really good response. I know of a number of good city ordinances, for instance if a business has more than one false alarm (per 6 months) summoning police because of a poorly maintained alarm system they are subject to a possible fine of $250. This makes police more able to respond to a true emergency situation instead of being dispatched on a "wild goose chase".

Most cities will cite a property owner if grass or vegetation gets beyond a certain height. This is to protect the rights & property values of other property in the vicinity, as well as deterring the eventuality of vagrancy that accompanies poorly maintained property.

On the other hand a few years ago our local government went on a "speed bump" craze, & installed them in just about any neighborhood street that requested them. Problem is, now the response time for emergency vehicles is often impacted, & some homeowners vehicles have been damaged by the bumps that are too big......

There are no stupid and good restrictions/ordinances. It is also very objective on term 'Good' people - how good is good enough?

What I can say is that there are 'pros' and 'cons' for every restrictions, eg. to prevent speeding we purposely have road hump so that to force all cars to slow down or else damage might be incurred to their under carriage for the sake of the safety of other road users, you and me. This will also applied to all emergency vehicles, ambulances, fire engines, police patrol etc. A smooth and safe traffic is always prefer to one that is fast, but dangerous traffic right?
