I guess it depends on what you're both comfortable with and what you've established between you as normal. If you've called or texted him and he hasn't replied in what you'd think is a normal time I guess he might be busy. You'd have to ask him. If you're just waiting for him to call or text maybe he's doing the same so you should probably just make the first move.

Theres no set time. If you've been together for a year and you want to call or text him you should be able to at this point.
