Overseas calls - yes. And it largely depends on your service provider with whom u hv the connection. Technically, yes, both sides need to pay for the carrier (network) usage charges. But depending on the agreement ur service provider has with other carriers, you may be charged in a different way and ur serviceprovider pays for the carrier charges, in short, ur incoming might be free in that case.

For land lines, only the dialer pays the long distance charges, unless he is calling collect, in which case the receiver pays.
Most cell phone services charge long distance to both parties.

yes only the caller would get charged unless it's a collect call or a call to a cell phone line that is maybe tight on the anytime minutes. I think that there might even be some phone companies out there that give you prepaid home phone service (for those with bad credit) that might deduct money from your deposit for incoming calls as well.

any more you don't get charged for incoming calls from anywhere.
depending on Ur service provider u might have to. go to the store or online and check with your service provider. also on some plans u have to use min. to make a call.
but all that depends on the service provider and sometimes the plan you got for your phone

Depends on what is said when the phone is picked up. If there is an operator there and asks "if you will accept the charges" then the costs will go to you.. If you hear him talking right off, then he is paying for it.
