well usually you want to ensure he/she is put outside first thing in the morning, anytime you comeback from other activities, anytime you see the dog fervently sniffing that is a sign he/she might have to go, also put the dog outside before going to bed and about half and hour after dinner.

I'm not sure what you are talking about whether it is when you are taking him for a walk on a leash or when you should let him out of the house and how long.
If it is a male they love to smell every tree, bush or pole they pass by and try to pee on it. This marks their territory. I figure about three or four markings is sufficient. If the dog is stopping and sniffing an open area it usually indicates the dog needs to potty. They will usuall only potty once. Sometimes they will move a few feet and do some more.
If the dog is accustomed to you letting it out regularly it will go the door and whine or maybe bark. When it gets ready to come back in it will do the same thing. You may have to let the dog out and in a few time on a dry run before the dog understands.

If your dog is a puppy, then you have to treat him/her like a toddler when toilet training and you have to time it. After your dog has eaten, give him/her 15 - 20 minutes and then take him/her out to do its business. Otherwise, dog usually start walking around and smelling the floor looking for an area to squat. A lot of times you will notice that their tail is slightly up in the air. Once you see that you have a couple of minutes to get the dog outside. With respect to whether or not your dog is finished, you should be able to tell if your dog is just marking its territory by only peeing a little bit in certain areas, or whether it is emptying its bladder. If it goes for a minute or more, than more than likely it has emptied its bladder. If you take it for a walk and it keeps squatting or lifting it's leg at every telephone pole, you know he/she is only putting his/her scent out for other dogs.

How old is your dog?
When training my puppy I took him out every couple of
hours. I also put a bell on the door so when I opened it,
it jingled. If he goes, praise him. If he dosn't, bring him in
and wait 30 minutes and take him out again. If you feed
and water you dog regularly, he will be come more predictable.
My dog is now 2 years old, rings the bell when he has to go out,
and is usally pretty regular with his BM . . once in the mornin,
and once in the evening.
it's a learning process- you both will get it with Patience and
Consistency.

We always let our dogs out in the morning after they eat and in the evening after they eat. Whenever they need to go out in between then or after, they run to the door, wag their tail and look at us...if we don't open they door for them they start barking. When they are done they wait at the back door and bark like once for us to let them in.
