How people out there are currently using dial up? I am paying less than 15 dollars for it. Is there a DSL and or Broadband around that price? Or, do I have to pay out of the nose?

Depends on where you live... in Toronto, our local cable company is selling "Ultralite" broadband for under $20. They advertise it as "up to twice as fast as dial-up" though, which doesn't sound like much of a deal. Regular (5 mbps) broadband goes for about $40/month. I haven't looked around for a while, but a couple of years ago, some dial-up services were going for about $100 per year.
