I won't create a whole doctrine around the idea, but I suspect that they can. Scripture gives some clues...
The book of Hebrews challenges us to throw off sin because those in the faith who have died are "a great cloud of witnesses" .
The book of Revelation gives a description of souls that have been martyred and are at the throne of God. They call out to God and ask Him why is putting up with everything going on Earth. They certainly seem conscience of what is going on.
The book of Luke records a parable of Jesus where he explains that the rich man in Hell was able to look up and see Lazarus in Heaven. It is just a parable and we shouldn't make too much of it, but it does speak to the conscience existence of people in Heaven and Hell.
Conversely Isaiah 66, scripture speaks about those on earth in the millennial kingdom will gaze upon the bodies of those in Hell. Here too is awareness that spans the barrier between Hell and earth.

I believe that people in a heavenly place can see us, or "watch over us"... actually, I believe that "Heaven & Hell" is really not too far away... and that the loved ones who are passed on already are indeed close by... I can feel them around me and sometimes it's almost close enough to touch them.. but I can't see them... so I just feel good that they are near. I also know that Heavenly Father and Jesus can see all of us here on earth, as well as the angels... so therefore, I don't know why anyone else wouldn't be able to see us from that same viewpoint!

It depends on how the person looks with their eyes... people in heaven see people in hell, and people in hell see people in heaven but neither see each other the same way!
I can see an honest question of one who does not know what they see! The trick in looking is knowing what you are looking at!

Be careful how you interpret this;
yes, but they look different from each perspective. In heaven, people on earth appear
beautiful, innocent, and blessed.
In hell, those same people appear ugly, sinful, and cursed.

Great theological question.
I know there will be yays and nays to this, but I do believe that in the afterlife, that person will know what is going on here on Earth. Not in the present sense that you and I know as time, but in a more eternal sense.

No, we are not omniscient. Only God. Just like now, God knows what i am doing and see it, but you don't.
