This is really hard; I have known a boy who acted like this. He also cut school and stayed out late with his friends smoking weed and got into fights at school. At home, if he wasn't asleep he was yelling at his mom. You don't mention whether your brother is doing these other things, but if he's not, he is likely to start. This boy finally was put in "placement" by a judge, and he stayed there for most of his teen years. They mostly kept him out of trouble, and his brother and sisters were able to have a normal life.
You are not the parent, so the main thing for you to do is take care of yourself. Talk to a school counselor if you can. Try not to let him distract you from your studies. Support your sister. If he hurts anybody, call the police, because normal methods of parenting are not working.

I hate to say it but this isn't out of the ordinary. I mean it's typical reactions from an adolescent. There is allot going on here. So many possible targets for his problems. You will have to seek out each possible reason. First being drugs! Don't discount this so quickly! Even the best families have problems with drug using teens. Just start crossing off each and every possible reason. Don't discount any of them by saying "oh that couldn't happen to our family". It could and does. Hell, he might be gay! Start now! Just look up adolescent behavior and start narrowing it's causes down to one.

Well personally I would yell at him but that might not always be a good idea.
Talk to your brother are talk to your parents. Tell your parents they need to start doing somthing about his attitude and tell your brother that he needs to stop what hes doing.
good luck,
I hope everything works out for the best!
